Call for Auditor
YOUTHMED project, co-funded by the European Union under the Interreg NEXT MED Programme
Duration: 30 months (June 2025 – December 2027)
YOUTHMED aims to strengthen youth participation, cooperation, and civic responsibility across the Mediterranean through inclusive dialogue, cross-border exchange, and digital innovation — enabling youth and youth organizations to co-create solutions and actively shape resilient societies.
Responsibilities include
- Verifying delivery of goods/services and performance of works
- Confirming eligibility and payment of declared expenses
- Ensuring compliance with procurement, visibility, and grant rules
- Detecting double funding and ensuring adequate documentation
- Performing on-site verification at least once during the project
- Using the official Monitoring System and Programme EVR templates
- Submitting Expenditure Verification Reports (EVR) to the Lead Partner and the Control Contact Point (CCP)
Criteria for Selection of External Auditors
- Registration: The auditor must be registered in the General Register of Accountants and Auditors at the Ministry of Finance.
- Professional Membership: The auditor must be a fellow of the Egyptian Society of Accountants.
- Relevant Experience: The auditor must have audited the financial statements of at least three joint-stock companies within the last five years.
- Staffing Requirements: The audit firm must employ no fewer than five staff members.
- Independence: The audit firm must not have reissued any audited financial statements in the past five years.
- Compliance: The audit firm must have fulfilled all tax and social insurance obligations, with no outstanding debts or disputed amounts.
- Legal Standing: No judicial rulings should have been issued against the audit firm in the past five years.
